IWR 7 WINSOCK ERRORS

All my reports were working fine on my IWR machine until one day it decided to start timing out and then defaulted to the WINSOCK error below. I can not run or schedule any of the published reports now.

ERROR
SOCKET ERROR. Error occured receiving data on port <server name>:8020, host <server name>. WinSock function recv(). An existing connection was forcibly closed by the remote host. WinSock Error Code: 10054.

IWR 7.0
WIN 2000

Has anyone seen this error before and have a solution besides those that have been unhelpful on Cognos Knowledge Base?

A WinSock error is basically a network failure on the box.
This is the actual error code list, not very helpful, but...

Which basically says the connection was reset.
Is it possible to reboot the server? Was it already?
