Iwatsu analog port can't dial out

This system is a ECS with IP remotes. In one of the remotes, we changed a T-1 circuit to a PRI. The digital phones can access the PRI and call out by dialing 93. The other remotes and main dial 90 or 91 or 92 etc. However the analog phones get a busy when dialing 93. They can dial 90 and it works. The analog are not restricted from accessing any trunk groups in 10.21 or 10.23. I also tried changing 10.28 from allow to deny, this also did not work. They could dial out when the T-1 was active. Any ideas?
