IVR calling group goes to Operator instad of covrage group when 0 pressed

I have a site that is on a Legend 7.0 processor that has several lines going into an IVR that has a recording to push "0" to speak to an agent. The coverage groups 1 & 2 are for different typs of calls. When pressing "0" the phone system group 7300 & 7305 transfers call to the operator. When checking the group Coverage 770 & 771 the operator extension is not listed. Anyone have any ideas? I have checked other sites and found it is programmed the same. Any ideas. I cant see the trees because of the forest.
 
I personally think it's something in the IVR itself, not the Legend. You can print out the GROUP CALL and we can see what's up with that.

It could be that the ZERO Selection in the IVER is sending it to a number the system doesn't know, thus, it knows not where to send it, and then lands at the OPERATOR.
