I've checked the file and its there although it does look very wrong being 0 bytes long.

# ls -lrt /usr/conf/lib/libstream.a
-r--r--r-- 1 bin bin 0 Oct 22 2001 /usr/conf/lib/libstream.a

Also swlist -l product gives:

Any ideas what the problem is?

this patch is superseded by PHNE_28476 , so how about trying that one ? it is at
ftp://hpatlse.atl.hp.com/hp-ux_patches/s700_800/11.X/PHNE_28476 .

also check if your depot is good:

bash-2.01$ cksum PHNE_25084.depot
3084727499 1761280 PHNE_25084.depot

For the moment I'd like to stick to the patches as identified in the prerequisites for the software I'm trying to install.

The cksum is the same as your post. The next question is how do I go about removing the 'failed' install and getting back to the original configuration.

PS I've only been using HP-UX for 3 days so far, hence the simplistic questions.

The problem was a dodgy host file entry, I had two entries defined for localhost. After a swagentd -r and a retry all work fine.
