I've got a CS1k branch 5.50 that is out of license period.

Some sets stayed registered to the branch office for more than 90 days.
This caused the branch to go into outoflicense state
This renders it useless.
I went ahead and reloaded it. problem solved.
But there is an easier way. I knew techs who were able to
reset it by editing a file used to track the "license score".
