Itallian ISDN setup HELP PLEASE!!!!

Hey There Folks,

I am an American living in Italy who can't seem to get his ISDN line to perform better than 52K. My provider is Telecom Italia and my computer is more than capable of handling high speed internet access. WHAT AM I DOING WRONG?!?!?! Please help...
