If a telecom corporation invites someone to work as a IT infra-structure manager in a startup new company in South America or Africa for a 3-year contract, do you think it would be worthy ? For how much (US$) ???
Really can't even guess without more info. If "Africa" means Somalia, Chad, Nigeria, etc., then massive amounts would be required to even tempt me.
Second problem is ... the title doesn't necessarily mean much. How many people are you supervising? How much budgetary control do you have? Do you do the hiring and firing? Some companies give titles as a "perk" but the real test is how much responsibility you're being asked to assume ... and therefore be paid for.
