Issues with VNC and Remote Desktop Connection

I have two PC’s on my local network that I cannot connect to using either VNC or RDC. I can control other PC’s from these workstations. I would think this is some sort of security issue, but I have no idea where to look.

How about enabling netbios and use ip addresses .
