How it normally works is when you have any issues or changes you put in a service call to your Nortel Norstar Vendor whom does the "Configuration" programming.
Any company that wants an employee to do basic administration changes will be given access to "Administration" and given admin training or they can read the System Administration Guide (up to inch and half thick depending on system model).
Programming is done through the phone, you need to know the passwords and how to navigate programming before you can be helped here.
Older systems can be programmed from a x7208 while the newer larger systems need a 2 line display phone with the 3 softkeys under the display.

You can also call a vendor for a remote programming session,
suggested at this time.

Everyone's phone rings directly to them, be more specific such as your main lines ring at your set? or an option from the Auto Attendant rings at your set?
"they requested to have that removed from their phone but now it no longer rings to me"
Why does it no longer ring? sounds like somebody was into programming.
Where does it ring now? does it ring the lowest extension on the system like 21 or 221?
If you use
Feature * 0 then you can press each button and it will tell you what they do and might provide a clue.

Be more specific, what are you trying to access? your mailbox? administration programming? what feature are you using and what does it say on the display when activated?
