Issues with conferencing into a callpilot application

I have a CS1000M PBX and a Callpilot TRP 1005r 05.00.41. We have console operators that transfer calls to main dept lines that all have up front applications (phone trees). They stay on the line and press the option off the application for the caller and get an error "Your call cannot be completed at this time. Please try your call again later" and then disconnect. I think this is a callpilot error message..why would this happen?
 
Are they using 2250 or phones for the console
