ISSUES WITH CENTRALIZED OPERATOR

we have two exchanges tied together. each has its own operator. we’ve been trying to initiate the centralized operator.

One of the exchanges does not accept the
OPCEI:CORG=1,CENUM=755,PRIO=1,NCA=1003;
It says NCA already assigned.
When you do a print
OPCEP:CORG=1,PRIO=1;
It says PRIO not assigned.

When you run
OPCEE: CORG=1,PRIO=1;
It says prio not assigned

OPNEP;
Gives
Notified exchange as 1003
Own exchange as 1002.

Can anyone advise?
