Issues upgrading expansion gateways after upgrading primary and secondary servers to 11.1.3.1

I just upgraded customer server edition servers primary and secondary to 11.1.3.1 when i try to upgrade the 5 x expansion gateways I get error - Upgrade failed.: Failing at task 'Pull upgrade', step 'Pulling files' on all 5.

i read that you could upgrade using the IPO manager software but that fails as well

any help would be appreciated
