Issues Opening DB with other users in it

I have a MS Access 2003 DB. If I try to double click on the database to open it while other people are in it, it will do nothing and not open.

If I double click on it with no one else in it, it will open fine. It will also open fine all the time (with and without others in it) if I go into Access and choose "File", "Open".

This database was originally created in Access 2000. I did a DB conversion just to see if that would make a differnce and it did not.

Has anyone else experienced this issue?

Is It possible you are double clicking on the ldb file rather then the mdb?

are you doing this via a shortcut?
