Issues connecting via tcp/ip

I am trying to set a connection in ODBC to connect to an SQL Server on another computer in my network(not a domain).
SQL is set to listen in port 1433, but when I run netstat -an there is no sign that the port is listening.
This is preventing me to connect via TCP/IP.
This is the Error Reported when trying to set connection in OBDC

Connection failed: -SQLState: '01000'
SQL Server Error: 10061 -[Microsoft][ODBC SQL Server Driver][TCP/IP
Sockets]ConnectionOpen -(Connect()).
