Issue with Outlook - Displaying Foreign Language on Some Emails

I have a client pc running Outlook 2003 sp2 that has some email messages displaying in an unknown foreign language (looks to be Asian or Arabic). Right clicking in email brings up Translate option, when selected defaults as translating English to French.

I uninstalled and reinstalled Office 2003, deleted and readded Outlook profile, checked Language settings in Office and in the Control Panel (everything is set to English-US), but problem still occurring.

Any input would be appreciated...
