Issue with ODBC Crystal 10 report against PeopleSoft generated .CSV

Hi, I'm attempting to create a Crystal 10 report through an ODBC connection to a PeopleSoft generated .CSV file. The issue is that I cannot get the report to establish a connection to the file, and the PeopleSoft generated CSV (through delivered Letter Gen functionality) inserts in over 255 columns, so it can't be easily manipulated in other ways (importing into Access, etc). Any advice on the best way to try to set the ODBC connection? Or, suggestions on reformatting the .CSV as seemlessly as possible? There is no flexibility on file formatting unless I do it as additional steps, and I really want to make this as seemless as possible.
