Issue when sending an e-mail

We have several users who access ACT! through a Terminal Server. When they try to send an e-mail from ACT! they receive an "Access Denied" error. The databases they access are stored on a separate server and the permissions on the shared folders are as wide open as you can get but they are still receiving this error. They do not receive it every time they send an e-mail but they receive it often enough for it to be a big pain. Any ideas?

Ok, so I went in this weekend and reindexed all of our databases and now we have users whos prefs have either been changed or reset completely. Since the databases are stored on their own server how can this be possible.
 
Which preferences are you referring to?

Most preferences are not stored in the database, but in XML files on the local machine

Ok, we got past the preferences issue. Also, I setup the domain users as local admins on the terminal server and that seemed to take care of the "Access Denied" errors when sending e-mail. So now I'm thinking that there is something on the terminal server that the users have to have full access to but I have not yet been able to determine what. And I am not at all happy about this as I do not want users having unnecessary privileges on the terminal server. So if anyone has a solution to this issue I would very much appreciate some guidance.
 
I have been through that article several times with no luck.
