I have a customer with a Option61c RLS 4.5 who would like to add VOIP phones to it. My question is can I still purchase a signaling server and keycodes without having to upgrade to the latest RLS?

Release 4.5 is End of Sale and I think even End Of Life.

The required ISP1100 is EOL for a long time now so the answer is no you can't add VoIP without upgrading to 7.x

If Bill Gates had a nickel for every time Windows crashed... Oh wait, he does...

Unless you can find a vendor that has keycodes and will support you (we have a local vendor) the answer is certainly no. We are still running 4.5 however will very few issues so it seems to work fine. Yes, one234 is correct that 4.5 is EoL and EoM (manufacture) and most everything is going to SIP so why not recommend that route? They are going to have to bite the bullet and spend money ... sorry but that is the final answer. Everyone needs to get used to the idea that PBXs are no longer "run 15+ years without upgrading" ... haha
