What would it take for someone to build a small ISP?
 
Lots and lots of money!! Seriously, it's an expensive business. You have to think about routers, switches, access servers/modems, mail servers (SMTP and POP) user database servers, RADIUS servers, failover circuits, news servers, and of course IP transit through other providers which doesn't come cheap. This is why so many small ISP's in the UK are going under.

Depends on where you live, I imagine its cheaper in the United States than in the UK. However you will still need a large sum of money to start out any place you set one up. John D. Saucier
