To become an ISP what would be advised for Primary and Secondary Servers with regard to Hardware and OS's used?
What area's would provide the best bandwidth?

We are looking to set our servers up ourselves but have them co-locate somewhere.

Their is no one answer to this question, in the end it comes down to price and what you wish to offer your customers. I've worked at ISP's that used Intel based systems running Linux & Apache that can offer MySQL & PHP for no extra cost to themselves. I've also work at places that used Top notch Sun kit, with oracle which cost a couple of hundred thousand to set-up.

Both we're in the top twenty ISP's in the country.

Set a budget and work out what you can afford, If I were you I'd start with some Intel based kit and see how it performs, for under £10,000 you should be able to get some heavy duty kit.
