ISP routing problem?

We've had some intermittent connectivity issues with a VPN between our offices. One side has DSL, the other has cable. Connections across the VPN often have problems; such as not being able to transfer files or slow remote desktop connections. This only started happening a few weeks ago if not earlier. However, it seems like other internet communications work fine with occassional slow downs.

In trying to troubleshoot this, I've done some ping tests with known servers (google.com, etc.) and haven't seen anything noticably out of place. But when I ping the other end of the VPN or the public IP of our other location I occasionally get time-outs and long ping times. I think I've narrowed it down to a specific router, which I believe is with a company that our cable provider uses for internet access (infoave.net). Has anyone come across anything like this before and what steps did you go through to confirm the problem and get it resolved? This is hindering our day-to-day business and we need to find out how to get it resolved.
