ISP performance logging

Does anyone have a recommendation for an application that I can use to monitor the performance between a location and its ISP over a period of time?

I've got 8 different offices in different cities. I want to be able to log the the performance between each office and their respective ISP. Ideally, I would even be able to test the connection between the remote offices and our main office). Currently, I have no interest in monitoring where the users go or what they do on the Internet. I'm only interested in overall performance indicators (upload/download speeds, latency, service outage, bandwidth usage, etc.).

What I'm envisioning is an app that can be loaded on a specific machine at each location. Each app would email logs to me at set intervals.

Any suggustions?
