I am a systems admin/Webmaster and I am looking for a good IDS system to protect our web services. We have 3 100Mb NICs that connect to our web server and we have a mail server that clients need access to via web (Port 80) and mail services(POP, SMTP). The web server load balances across 3 subnets. If someone could provide me with a cost effective solution I would be most grateful. If you need more info to provide a complete answer I am more than willing to comply.

Try looking at SNORT 2.0 it's free and very powerfull. It does take some time to configure and has a steep learning curve so figure in some training into the TCO.

It works best on a linux base platform, but there is a windows version out as well. Syngress press has a fairly good book out that will help you get it up and running.
