iso-8859-2 Characters onto a Form

I have a form that a user enters information into.
The problem I have is that I need to type iso-8859-2 characters into the form.
At the moment I have not been successful.
Has anyone got any ideas.

The browser is IE5 or IE6.

I have tried putting the following line into the pages head

<meta http-equiv=&quot;Content-Type&quot; content=&quot;text/html; charset=iso-8859-2&quot;>

Changing the browsers encoding to Central European (ISO) and also changing the font.
