Yes there is. You can find the file on the MICROS website. Navigate to the 3700 ftp -> SIM -> Misc -> islcrypt.exe, or follow this link directly once you have logged in:
Out of curiosity, what does the SIM you want to encrypt do?
If it requires any kind of settings make sure to include an external config file to make life easier on yourself.
We want to control the food employees,clock in, clock out, but unfortunately we do not have 100% control of the server, users don't must have write access to this file, for this case we want encrypt.

Are the other users admins? You could consider just doing a file permission on the Micros directory. The only reason I like to avoid encrypted ISL files is that 1) they are hard to modify for obvious reasons, and 2) if someone else ever has to run the system, they aren't going to have even a chance of modifying things.
Also, most anything you want to control with that SIM can probably be controlled natively in Micros, which is always a preferable choice; after all, all they have to do is delete the file, never mind editing it, to disable a SIM.
