ISIS: IP address to Binary Coded Decimal?

Hi all
I've been checking websites trying to find out how IP addresses are converted to Binary Coded Decomal(BCD) for use as system ids in IS-IS, but all I can see are a few examples with no mention of the RULES as to how its done.

eg
172.16.2.2 would be: 1720.1600.2002
Now from the above you can see how its done in this case...with two 0s used to pad out the address for the last 2 octets., but if someone could please post down the rules to follow given any ip address it would be most appreciated.
