It's been a long time but D3 of VARO should not be the same at both sides since one of them should be Network Side and the other one User Side. Try changing VARO on one of your systems to 06110000, 06310000, 06510000, 06710000, 06910000, 06B10000, 06D10000 of 06F10000. Also i think D3 of DERV should be 1 on both sides.
