isdn pri facility information element

hi,
i am trying to decode the following facility information element. I could decode the part from 80,
0e-length of the caller name.
52 4f 54 48 4d 45 49 45 52 20 50 45 54 45 - represent the caller name,
but what are the bytes before that ie
9f 8b 01 00 a1 17 02 02 06 24 02 01 00

08 --> Protocol Discriminator = q931
02 06 27 --> Call Reference = 1575, Origination Side
62 --> Message type = Facility
1c 1d --> Facility
9f 8b 01 00 a1 17 02 02 06 24 02 01 00 80 0e 52
4f 54 48 4d 45 49 45 52 20 50 45 54 45

i could not find the service discriminator which corresponds to 9f.

Do a web search on "System 930 E1 Version Reference Document". The coding is on page 12 of the document.

Please can somebody advise on E1/PRI d channel? Reference says it uses timeslot 16, but in a card that provides 31 channel, what is the position of the d channel. Is it 16 or 31?
