ISDN-NT4 Receiving PPP peer error

We are having problems connecting to anything with a Eicon Diva 2.01 ISA ISDN
card running on a NT4 server.
When connecting to our ISP it connects but then gives the error:
Error 721 instructing that there is a problem with PPP peer.

We have run various acopy2 instructions
but only receive the message server not ready. Line Check passes successfully.
The card and drivers(v3.21) have been replaced,removed and reinstalled and the service
pack has been reinstalled.
The ISP has confirmed the settings are correct to connect and we can
successfully connect using the same settings with an external modem attached
to the server. The ISDN line has also been checked.

I had and issue similar to this a few weeks ago. The things I did to resolve the problem was I verified the ip address on the pc and made it a private ( 192.168.1.2 255.255.255.0 ) and defaulted all parmeters and started over. Also check the irq setting to be sure there are no conflicts. There are I am sure many other options to check ,however these resolved my problems. Good Luck !!! J.Fisher CCNA
