ISDN link between 81C and Periphonics VPS

I have been trying to setup isdn between a Periphonics VPS release 5.4.1. These are the cards we have on it.

I went to the docs and found some configuration files that should be edited to make the vps talk isdn. I tried the nortel image, the national isdn 1 image and we get the same result. The command plm span X status keeps saying "ISDN enabled but unavailable" and the M1 cannot establish a D-CHANNEL with the IVR. Have someone setup something like this before?
 
i don't see anything that defines the dchannel param's and what is you d in the switch built like?,, also have you enl dch and serv in 96.. plus what is you switch type and rls. do you have d channels already working for other apps?

John, they told me it is a Meridian 81C, release 25.40. This is what I got from our switch people for the dch configuration:

I understand they have everything setup so that when they enll 59, the pbx by itself try to enl dch 43. After the loop is up, we are getting a message from the M1 which indicates it can't find a dch on the other side of the connection. I noticed serv is disabled. Is this necessary for the dchannel to come up? Do you need the configuration files for the Periphonics? As for other dch, we have a bunch of them running between all our meridians. They are about 11. This is the second time we try to enable an isdn connection with a non-meridian device. The first, was another pbx and I understand we used some Euro setting or interface.
