SILC/UILC cards are actually used to provide BRI service on the CS1000.
One of them is a 4-wire BRI card and the other is a 2-wire BRI card, but they are not trunk cards.
If you have an ISDN circuit coming in, you should have it connected to some type of equipment. That equipment will allow you to peel off one or two "POTS" style lines. From there you can attach these to an Analog Trunk Card for backup to your existing LEC services.
Not clear if your talking about ISDN 30 (PRI) or ISDN 2 (BRI)
If your refering to ISDN30, you have wrong hardware, however for BRI you need a MISP and SILC, so you sound half way there, and I expect you'll have a MISP already.
I have come across a number of Meridians/CS1000s that have BRI trunks connected like this, in some cases the BRI connected to the SILC is their only access to the PSTN.
Your MISP is your controller which should be located within a Network/SuperLoop, SILC card provides 8 x Channels, 4 Wire (2xB+D)
