ISDN LAyer 2 Question

Greetings,

Can someone please explain what the ISDN Layer 2 Status Test #647 relates to and how do I correct it? My signaling group shows out-of-service. I am attempting to connect an Avaya G3r version 11 to a Nortel PBX; distant end tech says D channel bounces up and down. Is there a way to verify whether issues is with my PBX or distant end? Thanks
