ISDN LAN Modem

I have a number of very small networks 2-5 people who I would like to give VPN-1 access. I have a 3Com ISDN LAN Modem which connects to the Internet but will not work with VPN-1. I think it is because of NAT & IPSec.

Can anyone tell me if this is possible please? Also what device would work.
