isdn :data transfer does not take place from web sites

I use isdn modem. But generally I get connected to internet but data transfer does not take place from the web sites. some times it behaves normally. is it by any chance connected to EARTHING PROBLEMS ASSOCIATED WITH MDEM, COMPUTER OR ANY OTHER ?
