ISDN call forward

Request assistance. Here is scenario. I am taking a did number that arrives on a PRI and is translated through the IDC table to a specific DN on a phantom phone. That phantom set is confgured to default call forward to an off net number that is routed out over a non ISDN route. The set config is below. These calls always get routed to the attendant unless I route them to an actual set instead of a phantom set. Suggestions? Is it possible?

My best first guess...

Looks like the NCOS of the phantom is insufficient to pass the NARS/BARS restriction. If you make a regular phone with NCOS =0 then I bet you can't dial that outside number. Find out what NCOS you need to call that 91xxxxx number and apply that NOCS to the phantom phone.

I gave your suggestion a try and had no luck. The call went to the attendant. It has to be related to the incoming DID PRI T1 because if I call the phantom DN internally it will forward offnet. Still t-shooting it though.
