ISDN BRI backup not working

Hi,

I am facing problems in ISDN BRI backup. I am testing ISDN BRI between four offices. Two office are working fine with ISDN BRI. The other two offices are giving problem. I am using the same equipment and configuration and its not working. I can see the call coming to the one end to other end. But its not holding the call for more then 10sec. Please find the configuration below and try to give solution.
