Perhaps someone can shed some light. I have two VM environments: an enterprise 5.5 vcenter production environment and 5.5 esxi (free version) test environment.

I can add an ISCSI device fine to the vcenter but i cannot to the 5.5 ESXi. The iscsi device is an IBM EMC storage vmware certified and shows that the it is on the compatibility devices.

When i add the devices to the "Storage Adapters", it populates the correct iqn but fails to list the devices as available storage options even after rescanning all storage.

Any help would be greatly appreciated.

I think you may have missed the iSCSI port binding and the Send Targets step in the config.

Check out this short video on setting up iSCSI in vSphere 5. It should point you in the right direction.
