ISC has been disabled error

I install ICS on a Win98SE and after booting I get an error reading "Internet Connection Sharing has been disabled. Please make sure only one computer on the Home network has Internet ICS installed."

I understand the concept here. This is the only computer with ICS. In fact, it is the only computer ON! I have removed all ICS, networking and communications software and started from scratch multiple times. I even removed the NetTrans key from the registry and let it rebuild it.

I can resolve this by removing DHCP using the tools on the Windows CD, but that causes another issue later.

Any suggestions?
