ISA won't acept smtp traffic

My ISA Server will not allow smtp traffic in to the network, but it will allow it out!
I have search through ISA and cannot see the policy that control smtp traffic inbound, can any one help?

You should add a packet filter to allow inbound TCP traffic on the port 25.

So if I want SMTP to NOT allow traffic into the network but want to set it to allow it out, how can I set that? Can I add a packet filter to NOT allow inbound TCP traffice on port 25?
