I have the 2 books from Dr. Shinder on ISA, and it states in one of them (ISA Server & Beyond) that if you have a complex network (one involving routers), that statements are required on your routers to enforce that the traffic is sent across the subnets.

I crafted static routes on our Cisco 1700 series routers and as far as I can tell all traffic flows from one subnet to the other without a hitch with one exception. All the clients on the subnet not containing the ISA server, unable to utilize the software by either means; web proxy client or SecureNAT.

I have already posted in the Cisco:Routers forum and the consensus is that the forum is that the problem may lie with the software.

Any one out there have experience in this arena?

For secureNat to work i believe you would need to give your Isa server two ip addresses on its internal interface so both subnet would work. 192.168.0.x and 192.168.1.x
