ISA prevent dcpromo of second Server

I recieved this error message when trying to run dcpromo; I have ISA server running on the DC, I am trying to promote another server ad a DC as well. Would ISA prevent me from running dcpromo on the second server?

I ran into the same problem once and it wasn't due to Isa Server. Make sure that your current DC has "Trusted For Delegation" in the Local Security Policy and also check it on the other pc becomming a domain controller.
