ISA on a non-dial up Interface

Hi,
Installing ISA on a Network that uses a broadband satellite router. I don't have a dial-up entry therefore. I can't figure out how to set up ISA -or the best practice for that matter. the 'Arc Router' is not a proxy, but a firewall. I need ISA for the controll and I have no controll over the Arc.

How it is set up at the moment - two networks put ISA in the middle (Multi-homed) - so in actual fact I have a Private network, then kinda DMZ then the Internet

Some help would be great
