ISA not allowing unidentified tcp traffic

a web server on my network requires inbound tcp traffic on port 8089 but this is being blocked by ISA 2004.
I have created inbound rules for this but ISA still blocks (even if this rule is at the top of the rules list)
When i check the logs i am being shown that there is unidentified traffic (port 8089) being blocked by isa. the routers firewall is letting it through but not ISA

I need to allow this traffic though.
