ISA accounting

I have ISA 2000 on win2k. my users can work with it by setting up the ip
address of the ISA PC in proxy section of internet explorer. but i have 2
problem?

1- is there anyway if want to let a users work with internet for example 2
or 3 hours in working time, but not very specific time. i mean , i don't user
"a" works from 8 to 10( as i am doing now) but i want to let him work with
internet any time he want but totally 2 hours. like a accounting Application

2- if users have each other username and password , they can work with
internet. is there a way that i oblige the system to accept a username and
password just for one session. so if i am working with internet, if anybody
else who has my password can't work.

only with isa you cant but in the market are very good programs to do that , check in
