ISA 2004 VPN Subnets Overlap -- Why Does ISA Complain?

Our network is 10.0.0.0/8.

Our corporate LAN is 10.0.0.0/20.

Our branch offices are:

10.0.16.0/20
10.0.32.0/20
10.0.48.0/20, etc.

When we try to set up a site-to-site VPN in ISA 2004, it complains that the remote address overlaps with the inside address and won't ler us. What are we doing wrong?
