ISA 2004 and ftp program

Hi,
I am able to get connected to an ftp site thru the internet explorer address ftp://but when i use a ftp program to connect to the same ftp site with the same login info, get an connection failure error.

Pls let me know what settings do i need to change in the ISA 2004 running on SBS 2003 server with two nic (external and internal ipaddress)
