I am not sure if VMServer is what I should be using. I want to create an environment where the user logs into there machine, which will only have a console icon to log into the virtual machine with the applications they only use. If anyone can get me started onto the right track this would be greatly appreciated.

It sounds like Remote Applications via MS Terminal Services might be a more efficient option than a full blown VM installation.
