Basically, no. Android is quite different from Windows, and there is no easy way to run Windows code, including apps written in VFP, on an Android device.
Android is derived from Linux, and there is a Linux tool called WINE that can emulate Windows, up to a point. As far as I know, it is not officially supported in the Google Play store, so you would have to download it from a third-party site (for example, from here), which Google discourages for security reasons (and in any case is not possible on some devices because of their security settings).
That said, even with WINE installed, it is unlikely that you would be able to run VFP app successfully. I believe ((but I'm not sure) that it can only run apps written for WinRT, which doesn't include VFP.
But even though you can't run Windows apps, you might be able to write an Android app that accesses FoxPro data over the internet. However, that would involve learning to use Android development tools, and that is a completely different universe to Foxpro. Mandy, I hope you won't be offended if I say that, knowing your technical background, you will find that route to be long and difficult.
I don't know anything abut running Windows apps on an iPhone, but I strongly suspect it would be the same story as for Android.

One other point, in thread184-1818202, Dmusicant mentioned an Android app that can access VFP data. This is probably not what you are looking for, but it might be worth checking.
