is VARCHAR really VARCHAR?

I have a feeling that my VARCHAR fields are taking up the maximum amount of space even when the data in the field does not, seemingly defeating one of the purposes of VARCHAR.

Is this a feature or has anyone else seen this behavior? Seeing it on a v9.21 database.

Yes, it is. If it did not worked for you, as intended, there must be some reason behind it. How did you measured it?
