Is this system what I need?

We are looking at retiring our Merlin 410 system.
Will the system below handle up to 8 lines in?
Will the system below handle up to 16 phones?
Can each mailbox in the voicemail program forward a call to the mailbox owner's cell phone?
Can each mailbox in the voicemail program call the owner's cell phone and let them know they have a message?
Can each mailbox owner change the above options from their desk via a network computer or through their phone?
Can the phone system do line rollover when busy without assistance from the phone company?

your system would be 8 lines 24 mlx stations & 16 analog (single line stations )minus the six you need for your voicemail. the phone system can remote call your station to a cell phone ,not the mailbox,the mailbox can call to let you know when you recieve a voicemail, you can change it though your voicemail on or off
No the phone system cannot roll over the line when busy
 
Some clarification.

Rolling on busy must be provided by the phone company because if the call can't even make it to your phone system to be handled, there's nothing the system can do.

This voicemail system doesn't have any way to connect it to a data network. What you need would be a Merlin Messaging 2.5 or 3.0 module. 3.0 allows you to listen and send messages from your e-mail program. 2.5 just gives you a web interface to initiate playback and recording from.

If your inbound lines from the phone company were delivered on a PRI (T-1 with caller id), you could have your desk phone and your cell phone ring at the same time. However, the PRI is required for this feature. This feature would also require a software upgrade.
